Thursday afternoon, the handover is scheduled for Monday. Plasterboard offcuts are lying in the stairwell, a greyish-white film that only drylining leaves behind sits on the window sills, and in the bathrooms the protective films have been stuck to the fittings for six weeks so firmly that they no longer come off in one piece. The site manager asks what the post-construction cleaning will cost so that the property is move-in ready by Monday morning: 840 square metres, 68 window units.

Construction Cleaning as a General Term: Rough, Intermediate and Post-Construction Cleaning
„Construction cleaning“ is not a single task but an umbrella term for three services with very different time requirements. Those who confuse the phases end up comparing quotes that do not describe the same thing – the most common reason for prices that differ by a factor of three. Post-construction cleaning is the last and most labour-intensive of these phases.
Rough cleaning. It follows the shell build and rough fit-out trades. Here it is about volume, not appearance: collecting construction debris and offcuts, removing packaging and cable remnants, clearing coarse dust and screed crusts from the floors, clearing access routes. The goal is a state in which the subsequent trades can work – floor layers and painters need dust-free substrates.
Intermediate cleaning. It runs alongside the finishing phase, often in several passes, and is the most underestimated. Its purpose is damage prevention: fine dust from drylining and screed grinding lingers in the air for weeks and settles on fresh paint surfaces and open ventilation ducts. One pass before the painters and floor layers is cheaper than remedial work.
Post-construction cleaning, also known as fine post-construction cleaning or final post-construction cleaning. Three names, one service: it brings the property to a „move-in-ready“ condition and is the most demanding phase. Fine dust from corners, radiator recesses, shutter boxes and electrical sockets; windows inside and out, including frames, rebates and seals; labels and film residue; silicone and adhesive residue, cement haze, paint splatter; sanitary fixtures, taps, tile surfaces; door leaves, door frames, switches; built-in fittings; finally the floor, following the manufacturer’s instructions, often as an initial treatment. Scheduled before handover, it serves as the final inspection.
This is distinct from the deep cleaning service, which thoroughly cleans an occupied property. Construction dust is mineral in nature and hardens – using regular cleaning products on cement haze will polish it in rather than dissolve it. Post-construction cleaning costs: What determines the price per m²
The square metre figure is the reference point, not the cost driver. What matters is the minutes per square metre, and these can vary several-fold for the same area.
- Level of soiling and trade discipline. A site where each trade has taken their offcuts with them costs less for post-construction cleaning.
- Flooring. Porcelain stoneware with hardened cement haze is the most expensive case; parquet requires a gentle initial treatment; basement screed is quick to finish.
- Window proportion. Fixed glazing, roof windows and divided-light windows cost several times as much per element as a standard sash.
- Accessibility. What cannot be reached from a ladder requires scaffolding or a cherry picker. If a construction lift, electricity or lighting is missing, everything takes longer.
- Disposal. Mixed construction waste costs more to sort; clarify early who provides the skip.
- Winter site. Grit, clay and moisture get into the property. If the heating is off, surfaces dry slowly and glass develops water marks – we openly budget for a second pass.
- Travel. We work in the Ruhr area, roughly 50 kilometres around Gladbeck, including Essen and Dortmund.

- Surcharge for weekends, public holidays, night work: approximately 25 to 50 percent on the labour component
Worked example for the property introduced above – 840 m², 68 windows, porcelain stoneware and parquet, container provided by the client: rough cleaning 840 × €2.62 = €2,201, post-construction cleaning 840 × €5.71 = €4,796, glass 68 × €19 = €1,292, cement haze 8 hours × €50 = €400. Total approximately €8,690 gross (net €7,300), i.e. approximately €10.35 per square metre across all phases. With weekend work and own disposal, the total quickly reaches €11,300. Glass and post-construction cleaning account for around 70 percent.

Who pays for post-construction cleaning? VOB, construction contracts and practice
The question of responsibility sparks debate on every site, but at its core it is simple: Each trade removes its own mess. Under VOB contracts, the removal of one’s own contamination is classified as an ancillary service and is owed without separate remuneration – the tile installer takes their offcuts with them, the painter their protective sheeting.
Post-construction cleaning is therefore not covered. It is not an ancillary service of any single trade, but a standalone, cross-trade service and must be tendered and commissioned – by the main contractor, the developer, or the client. In a developer purchase, handover in move-in condition is usually part of the purchase agreement; when building with individual trades, it falls to the client – the line item most frequently missing from private building budgets.
What has proven effective is tendering post-construction cleaning as a separate lot and specifying three points: which phases are commissioned, who provides containers and waste disposal certificates, and who pays for the follow-up cleaning after defect rectification. Typical cost pitfalls in post-construction cleaning
Most change orders arise not from price increases, but from oversights weeks earlier:
- Leaving protective films and labels on too long. Under UV exposure, the adhesive cures. What comes off in one pass after two weeks becomes handwork with a blade holder after two months.
- Allowing cement haze to cure. Fresh, it comes off with an acidic cleaner; after weeks, it requires multiple passes – the most expensive line item in change orders.
- Paint and mortar splatter on glass. When scraping, the pane can be scratched, at which point the question of liability arises. We document pre-existing damage beforehand.
- Cleaning without a detailed scope of work. „Final cleaning included“ leads to window reveals, roller shutter boxes, or basement parking spaces being missed – which is exactly what the client checks.
- Follow-up cleaning missing from the schedule. Defect rectification produces dust and silicone residue again. Without a short-notice slot, you pay for a second site visit.
If there is mortar haze on the facing brick or screed splatter on the plinth, it is worth planning the facade cleaning in alongside the same scaffold setup. Erecting the scaffold twice is the most avoidable cost block.
Scheduling: when the post-construction cleaning fits into the construction sequence
Post-construction cleaning is a scheduling problem before it is a pricing problem. Three fixed points: a rough clean after the structural shell and services installation, an intermediate pass before the painters and floor fitters, and the post-construction cleaning only once all trades have left.
Productivity benchmarks per employee per hour: rough construction cleaning 40 to 80 m², intermediate construction cleaning 50 to 100 m², post-construction cleaning only 15 to 30 m². For an 840 m² property, that is around 40 working hours of post-construction cleaning, roughly two days with three employees, glass separate. Whoever starts one day before handover has no buffer.
Our recommendation: start three to four working days before handover, build in a half-day buffer, and commission a follow-up cleaning appointment at the same time.
